Digital Minister States X and Bigo Live Comply with PP Tunas Effective Tomorrow
JAKARTA - Minister of Communication and Digital (Menkomdigi) Meutya Hafid stated that X and Bigo Live have complied with the implementation of Government Regulation Number 17 of 2025 on the Governance of Electronic System Providers in Child Protection (PP Tunas), which officially takes effect tomorrow, Saturday (28/3/2026). “Two platforms have fully cooperated in fulfilling compliance obligations: first, the X platform, and second, the Bigo Live platform,” Meutya said during a press conference at the Komdigi Office in Jakarta on Friday (27/3/2026). The X and Bigo Live applications have made several changes to their in-app rules. “The X platform has announced a change in the minimum age limit to 16 years, implemented well in advance since 17 March 2026, as stated on the help centre page,” she continued. Meanwhile, Bigo Live has raised its age limit to 18 and above. “Bigo Live has adjusted the age limit to 18+ in the user agreement or user content, as well as the privacy and security policy, and has submitted a request to update the age restriction to the App Store or application store,” Meutya added. “Partial cooperative compliance means they are heading in that direction, just requesting an extension or a little additional time, which we are also urging them to complete their compliance as soon as possible,” she said. Four other applications have not yet stated compliance with PP Tunas: YouTube, Facebook, Instagram, and Threads. Meutya conveyed that her side is still awaiting compliance from these four applications. “There is no compromise on compliance, and every business entity operating in Indonesia must obey the laws that apply in Indonesia,” Meutya concluded. The technical rules of this policy are outlined in Ministerial Regulation Number 9 of 2026, a derivative of PP Tunas. Although aimed at protecting children, the government acknowledges that implementing this policy may initially provoke resistance. However, the government deems this step necessary to ensure a safer digital space for the younger generation.
