Indonesia’s Minister of Communication and Digital Affairs (Menkomdigi), Meutya Hafid, has emphasised that the government is beginning the full implementation of Government Regulation (PP) Number 17 of 2025 on the Governance of Electronic Systems in Child Protection and its derivative rules on Saturday (28 March 2026). The regulation, referred to as PP Tunas, aims to protect Indonesian children in the digital realm.

Menkomdigi stated that child protection is a mandate of Indonesia’s digital sovereignty. This must be the top priority for every electronic system provider (PSE) operating in the country.

The government, she continued, has instructed all digital platforms doing business in Indonesia to immediately align their products, features, and services to comply with PP Tunas. She stressed that there is no room for compromise that could undermine the application of this regulation.

“I emphasise, there is no compromise on compliance to operate in Indonesia. There must be no compromise,” said Menkomdigi Meutya Hafid, quoted from a written statement on Saturday (28 March 2026).

In the evaluation of platforms during the initial implementation phase, she explained, the government appreciates X and Bigo Live for their full cooperative stance.

X has set a minimum age limit of 16 years in its Help Centre and User Guidelines, and committed to starting the deactivation of accounts for users below that age limit on Saturday (28 March 2026).

Bigo Live has also adjusted its age limit to “18+” in the user agreement and app store. This is supported by a layered moderation system based on artificial intelligence (AI) and human oversight.
