DGIP Verifies 124 MPA-Reported Sites, Recommends Blocking 116

The Directorate General of Intellectual Property (DGIP) at the Ministry of Law has recommended blocking 116 website links suspected of copyright infringement, based on reports from the Motion Picture Association (MPA). The recommendation emerged from a verification meeting held by the DGIP’s Directorate of Law Enforcement and Directorate of Copyright and Industrial Design, together with the Ministry of Communication and Digital Affairs (Komdigi) and MPA representatives, on Friday (26/6).

Ahmad Rifadi, Head of the DGIP’s Sub-directorate of Enforcement and Investigation, explained that the team had previously conducted a thorough examination of 124 reported links. Of these, 116 sites were deemed still active and proven to contain unauthorised audiovisual content, while eight sites were not recommended for blocking as they were already inaccessible. ‘The Verification Team examined each link one by one to confirm the site’s active status, check whether the site had been entered into the Trust Positif database, and identify any audiovisual content uploaded without permission as the basis for the blocking recommendation,’ Rifadi stated.

Rifadi added that the verification process was carried out meticulously to ensure every recommendation submitted to Komdigi was based on accountable evidence. This step is also part of an effort to enforce the law accurately and in accordance with statutory provisions. During the same meeting, the team also discovered a number of sites that were already listed in the Trust Positif database but could still be accessed through some internet service providers (ISPs). A Komdigi representative explained this was due to the Trust Positif data synchronisation process occurring at different speeds across ISPs.

In addition to unauthorised film and series content, several verified sites were also found to display advertisements containing gambling. Komdigi stated that complainants could submit separate reports regarding gambling or pornographic content so that access termination could be carried out more swiftly through the applicable mechanism. Arie Ardian Rishadi, Director of Law Enforcement at DGIP, said the verification results serve as the basis for the DGIP to provide an official recommendation to Komdigi. He added that inter-agency synergy is crucial to accelerate the handling of copyright violations in the digital realm, in an effort to protect the creative industry and create a digital ecosystem that respects intellectual property rights. ‘The recommendations agreed upon by the Verification Team will be officially submitted to the Ministry of Communication and Digital Affairs as a follow-up to terminating access to sites proven to violate copyright,’ Arie concluded.
