Bekasi — Developer PT Hasana Damai Putra (HDP) has denied allegations that it is restricting public access to the Ar-Rahman Prayer Room located in front of the Neo Vasana Cluster, Setia Asih Village, Tarumajaya District, Bekasi Regency.

Township Management General Manager of PT HDP Lukman Nur Hakim emphasised that the point of contention is the opening of the cluster wall, not a prohibition on worship.

“What residents are objecting to is the opening of the cluster wall, not the prayer room. If worship were prohibited, they would not be able to worship. In fact, everyone can worship to this day. There is no connection between opening the wall and prohibition on worship,” Lukman told media representatives when met at Neo Vasana Cluster on Friday (27 February 2026).

Additional access through wall opening is deemed to have the potential to reduce the sense of safety and comfort that was a primary consideration when residents purchased their homes.

“This cluster concept is a one-gate system. And residents who are objecting purchased their homes from the outset under this single entrance and single exit access concept,” he said.

The Ar-Rahman Prayer Room is actually located outside the cluster area and was built with funds from community voluntary contributions and donations from other parties.

“The prayer room in question is not part of the cluster. And we cannot approve the request to open access because we have received a written rejection letter from the cluster residents’ association,” Lukman said.

In the letter, residents stated their opposition to opening the cluster gate or wall and indicated they would pursue legal action if the developer continued to open access or permitted others to do so.

Lukman stated that approximately 90 residents out of a total of 130 to 150 Neo Vasana inhabitants oppose the cluster wall opening. The developer received rejection letters dated 12 October 2024, 30 September 2025, and 12 December 2025.

“We have already built a prayer room within this cluster. So residents can worship whenever they wish without needing to open the cluster wall,” Lukman said.

The prayer room facilities will be equipped with supporting amenities, and their management will be coordinated with residents.

“We will equip it as a demonstration of our support to residents so they can worship comfortably. Regarding management, we will coordinate with residents,” he said.

Additionally, Lukman claimed the company has provided 5,000 square metres of land for the construction of a mosque for residents and the surrounding community.
