The government has officially established regulations on the price caps for selling subsidised flats (rusun), including in the Jabodetabek area. These regulations are outlined in Ministerial Decree (Kepmen) No. 23 of 2026, signed by Minister of Public Works and Housing (PKP) Maruarar Sirait on 5 April 2026. This policy will serve as a reference for developers and banks in distributing subsidised flat mortgages (KPR). According to the Director General of Urban Housing at the Ministry of PKP, Sri Haryati, the regulation can already be implemented. The policy states that the credit/ownership financing period for flat units is a maximum of 30 years. This represents an extension of 10 years compared to the previous 20-year regulation. Subsidised Flat Interest Rates The interest rate for general subsidised flat units is 6% per year. However, if this regulation is in effect but the public has already executed a credit agreement, the old provisions will continue to apply until fully paid. Subsidised Flat Area The floor area for general subsidised flats is set at a minimum of 21 square metres and a maximum of 45 square metres. This differs from the previous regulation, which set the minimum at 21 square metres and the maximum at 36 square metres. In the Special Capital Region of Jakarta, Central Jakarta has the highest price cap at Rp 14.5 million per square metre or Rp 652.5 million per unit. West Jakarta and South Jakarta are each Rp 14 million per square metre (Rp 630 million per unit), while East Jakarta and North Jakarta are Rp 13.5 million per square metre or Rp 607.5 million per unit. The cities of Depok and the regencies/cities of Bogor are at the same level of Rp 13 million per square metre (Rp 585 million per unit). Meanwhile, the regencies/cities of Bekasi are slightly higher at Rp 13.5 million per square metre or Rp 607.5 million per unit.
