The Jakarta Provincial Government has implemented work from home (WFH) for civil servants (ASN) every Friday. Jakarta Governor Pramono Anung issued a Circular on Work Culture Transformation, which includes provisions for working from home.

Viewed by detikcom on Tuesday (7/4/2026), the regulation is contained in Circular (SE) Number 3/SE/2026, signed by Pramono. This policy is a follow-up to the Minister of Home Affairs’ SE on ASN work culture transformation.

Under the latest regulation, WFH can be applied to 25-50% of employees in each unit of the Jakarta Provincial Government. However, ASN eligible for WFH must undergo selection based on the characteristics of their respective duties.

The requirements for ASN permitted to WFH are quite specific. These include not currently undergoing disciplinary punishment and having a service period of more than two years.

ASN who meet the WFH criteria are still required to follow online attendance via the mobile attendance application from 06:00-08:00 WIB and 16:00-18:00 WIB. ASN on WFH must also report daily performance achievements.

Direct superiors are required to strictly verify employee attendance. However, not all units of the Jakarta Provincial Government may implement WFH.

Services that are direct to the public, such as health, education, cleanliness, as well as licensing and population services, are listed as exceptions. High-ranking officials, sub-district heads, and village heads also cannot participate in the WFH scheme.

Heads of regional agencies are required to report the implementation of the SE monthly via the link provided by the Jakarta Regional Civil Service Agency (BKD). WFH evaluation is conducted every two months and can be adjusted based on needs.

“This circular is made to be implemented as best as possible and with full responsibility,” states the SE.

Pramono Anung assured that the implementation of WFH for ASN is effective starting this week. Pramono emphasised that the Provincial Government has prepared a special monitoring system to ensure productivity remains maintained even when employees work from home.

“I have signed the Governor’s SE for this WFH. Each OPD can implement 25 to 50 percent of its employees for WFH. And we monitor them with the system being developed,” said Pramono during a doorstop at City Hall on Tuesday (7/4/2026).

He emphasised that WFH supervision must not be lax. According to him, the technology being prepared by the Provincial Government will ensure ASN remain productive even if not working from the office.

“Productivity must remain well maintained,” he said.
