Details of Goods Allegedly Marked Up by Dadan and Associates: 21,000 Electric Motorcycles, 32,000 Pairs of Shoes
The Attorney General’s Office (Kejagung) revealed details of the goods allegedly marked up in the alleged corruption case concerning the management of the Free Nutritious Meal Program (MBG) at the National Nutrition Agency (BGN) in 2025-2026. These goods consist of tens of thousands of pairs of shoes, tablets, and televisions, which are suspected of not supporting the operational implementation of the MBG.
The Kejagung has named three former BGN officials as suspects in this case. They are the former Head of BGN, Dadan Hindayana, and two former Deputy Heads of BGN, Sony Sonjaya and Lodewyk Pusung.
The Acting Head of the Center for Legal Information (Kapuspenkum) of the Kejagung, Mochammad Jeffry, explained that the suspects allegedly intervened in the procurement process for goods and services. They directed the Committing Officer (PPK) to prepare a Work Framework (KAK) that did not align with the actual needs on the ground.
“DH, together with SS and LP, illegally intervened with the Committing Officer (PPK) in the procurement process for goods and services at the National Nutrition Agency,” said Jeffry in a statement, quoted on Thursday (June 4, 2026).
One of the cases is the procurement of 21,801 electric motorcycles with a value of more than IDR 1 trillion. Jeffry stated that the winning vendor for the project, PT YAT, did not even have adequate workshop facilities.
“The procurement of 21,801 electric motorcycles with a total procurement value of IDR 1,035,515,297,908.02 has been paid to PT YAT, which does not meet the requirements as a Vendor because it does not have an active dealer/workshop and there was a mark-up,” he said.
Furthermore, the procurement of a large number of shoes is also suspected of not complying with existing regulations. “The procurement of 32,000 pairs of shoes, which did not comply with the regulations and involved a mark-up,” he added.
Not only shoes, Jeffry also detailed findings of the procurement of a large number of electronic devices, which are also suspected of being corrupted. These devices include thousands of tablets and 75-inch televisions.
“The procurement of 31,994 tablets, which did not comply with the regulations and involved a mark-up. The procurement of 5,400 75-inch televisions, which did not comply with the regulations and involved a mark-up,” he continued.
Jeffry stated that the procurement did not directly support the operational implementation of the MBG. “The alleged corruption in the management of the MBG program at the BGN in 2025-2026 has resulted in financial losses for the state,” he explained.
Another modus operandi used by the suspects was to appoint certain foundations as partners for the Nutrition Fulfillment Service Units (SPPG). The appointed foundations are affiliated with BGN officials.
“The foundations appointed as SPPG partners are foundations that were used as a means of committing crimes and are affiliated with officials or employees of the BGN who do not meet the requirements to become SPPG partners,” said Jeffry.
Even though they did not comply with the regulations, these foundations still passed the verification process on the BGN Partner portal because of special attention from the suspects. These foundations affiliated with the suspects are said to have received incentives of up to billions of rupiah each day.
“These foundations received incentives of billions of rupiah each day and trillions of rupiah each year,” he concluded.
