KPK has formally designated Pekalongan Regent Fadia Arafiq as a suspect in a case of alleged corruption related to outsourcing services procurement and other procurements for the 2023-2026 budget year. She becomes a suspect in a case tied to an outsourcing procurement that secured the majority of tenders from the Pekalongan Regency government. The outsourcing company, PT Raja Nusantara Berjaya (RNB), was founded by Fadia’s husband and a son a year after she took office in 2021-2025. From KPK’s investigations, Fadia’s family received up to Rp19 billion, with the suspect and her children and husband enjoying a share of the profits. The KPK noted that one year after Fadia’s inauguration as Pekalongan Regent for 2021-2025, her husband and son established PT RNB. Fadia’s husband is Mukhtaruddin Ashraff Abu (ASH), a member of the Indonesian House of Representatives for 2024-2029, and her son is Muhammad Sabiq Ashraff (MSA), a member of Pekalongan’s Regional House of Representatives. Fadia herself was re-elected to lead the city in a subsequent term in last year’s elections. Like Fadia, both Mukhtaruddin and Sabiq are identified as members of the Golkar Party. PT RNB operates in the field of service provision and has acted as a vendor in Pekalongan Regency government procurement. Mukhtaruddin serves as PT RNB’s Commissioner, while Sabiq was Director for the period 2022-2024. In 2024, Fadia changed the directorship of PT RNB from her son Sabiq to Rul Bayatun (RUL). RUL is an employee and trusted aide of Fadia. Meanwhile, Fadia, as the regent, is described as the Beneficial Owner (BO) of PT RNB. A significant portion of PT RNB’s staff were members of the regent’s campaign team assigned to work in various government units of the Pekalongan Regency. PT RNB dominated Pekalongan projects. Throughout 2025, PT RNB dominated goods and services procurement within Pekalongan Regency, providing outsourcing services for 17 regional devices (PD), 3 regional public hospitals (RSUD), and 1 district. During the 2023-2026 period, transactions into PT RNB totalled Rp46 billion, sourced from contracts between PT RNB and Pekalongan Regency government units. The funds were used to pay outsourcing employees’ salaries amounting to Rp22 billion. The remainder was enjoyed and distributed to Fadia’s family, totalling Rp19 billion or around 40 percent of the total transactions. The breakdown shows Fadia receiving Rp5.5 billion; Mukhtaruddin receiving Rp1.1 billion; Sabiq receiving Rp4.6 billion; RUL receiving Rp2.3 billion; MHN (Mehnaz Na), also Fadia’s daughter, receiving Rp2.5 billion; with Rp3 billion withdrawn in cash. Children and husband have not yet been named as suspects. Fadia has been charged by the KPK as head of the region and as the BO of PT RNB. Meanwhile, her husband and son—Mukhtaruddin and Sabiq—have not yet been designated as suspects by the KPK. The KPK explained that the person with a conflict of interest is FAR (Fadia Arafiq) as head of the area, who has a duty to supervise procurement activities within Pekalongan’s jurisdiction. The deputy head of enforcement Asep Guntur Rahayu said: “If this were football, the referee should not participate in the game.” The case was uncovered by a KPK operation (OTT) on Tuesday 3 March early morning. After arresting several individuals, the KPK has a 1x24 hour limit to determine the legal status of those arrested. Based on two sufficient pieces of evidence, the KPK invoked Article 12 letter i of the Corruption Eradication Act (UU Tipikor) to name Fadia the sole suspect. Asep emphasised that ongoing investigations may reveal further evidence to possibly charge others who do not hold authority in Pekalongan. “The issue is a potential conflict of interest, and the sufficiency of evidence will determine who is formally charged,” he said. Fadia is currently detained at the KPK Detention Centre, Gedung Merah Putih, for the initial 20 days until 23 March 2026.
