Details of 13 Downstream Projects Starting Today: From Refinery Development to Coconut Processing
CILACAP - President Prabowo Subianto officiated the groundbreaking ceremony marking the start of the construction of 13 National Downstream Projects Phase II on Wednesday (29/4). The total investment value of these 13 downstream projects reaches Rp116 trillion.
This second-phase downstream project covers the energy, metals and minerals, construction materials, and agroindustry sectors, aiming to reduce import dependency, strengthen the national industrial supply chain, increase the added value of domestic resources, and promote the creation of job opportunities and broader economic activities for the public.
“A nation that wants to be independent, a nation that wants to remain independent is a nation that is capable and brave enough to master its own resources. Downstreaming is the only way for us to become more prosperous,” said Prabowo.
This step is an integral part of Asta Cita and President Prabowo’s vision to build national economic independence based on industrialisation, strengthen Indonesia’s competitiveness on the global stage, and ensure that the management of natural resources provides optimal added value for the people’s welfare.
Here are the details of Phase II Downstream Projects:
Development of Gasoline Refinery Facilities BUMN Holding: PT Pertamina (Persero), Location: Dumai (Riau), Cilacap (Central Java)
Expansion of gasoline refinery capacity at the existing RU II Dumai and RU IV Cilacap facilities with a total capacity of 62,000 barrels per day, targeted to come online in Q4 2030.
This project will substitute petrol imports by up to 2 million KL per year or 9.47% of the national supply-demand gap, support the fulfilment of Pertamax Series from domestic production, and reduce imports of by-products including propylene and LPG.
This project contributes to strengthening national energy resilience while maintaining energy price stability, which ultimately supports people’s purchasing power and economic activities.
Construction of Operational Fuel Storage Tanks
BUMN Holding: PT Pertamina (Persero)
Location: Palaran (East Kalimantan), Biak (Papua), Maumere (East Nusa Tenggara).
- Development of three fuel terminals in Palaran (37,000 KL), Biak (46,000 KL), and Maumere (70,000 KL) with a total additional capacity of 153,000 KL, increasing national storage capacity by 3.1%.
