Detailed Spatial Plans Linked to OSS Dramatically Boost Investment Permit Processing Speed

JAKARTA — Detailed Spatial Plans (RDTR) connected to the Online Single Submission (OSS) system have had a significant impact on the speed of location permit services and other business licensing processes.

According to Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Suyus Windayana, the 350 RDTRs currently linked to OSS have facilitated approximately 340,000 investment permit applications. By comparison, areas without RDTRs and no OSS connection have processed only around 20,000 applications.

"When OSS is available, the service is faster — it can be done in one day," Suyus explained, as reported on the Ministry of ATR/BPN website on Friday (13 June 2025).

The Ministry of ATR/BPN continues to push for the accelerated preparation of RDTRs across various regions. The target is for 2,000 RDTRs to be issued over the coming years, with more than 100 published annually. Currently, 645 RDTRs have been prepared, but only 352 have been integrated with OSS.

To speed up this integration, the Ministry of ATR/BPN is preparing a joint Circular Letter with the Ministry of Investment to urge all regional heads to promptly connect their completed RDTRs to the OSS system.

"To make it easier, faster, and certainly more attractive for investors," Suyus concluded.
