Despite Exports via DSI, Bahlil Confirms Coal Royalties Remain Based on HBA
Jakarta, VIVA – The Minister of Energy and Mineral Resources, Bahlil Lahadalia, has emphasised that the royalty payment obligations for mining companies remain unchanged and will continue to refer to the Coal Reference Price (HBA). This remains the case even though the current export policy for natural resource commodities is being conducted through a single-door system via PT Danantara Sumberdaya Indonesia (DSI).
“Royalties will be charged based on the HBA price, just as usual; there are no changes whatsoever,” said Bahlil at the Parliament complex, Senayan, Jakarta, on Monday, 8 June 2026. “The only difference is that what could previously be sold directly is now sold through PT DSI, that is all.”
Bahlil added that, for the time being, this policy will remain in effect until December 2026, while the government seeks to find the appropriate formulation for the future. “So, from June to December, the system is still in the recording phase, as they have not yet sold to DSI because long-term contracts are already in place. Therefore, the company remains the party liable for the royalties. We will look for the right formulation in 2027.”
In line with this, the Chief Operating Officer (COO) of BPI Danantara, Dony Oskaria, stated that they are currently developing a digital system to support the governance of strategic natural resource exports through PT DSI, ensuring all transactions are more transparent. “We are developing a digitalisation system to ensure that all our natural resource transactions are conducted fairly and transparently.”
Below is the latest list of coal royalties in accordance with Government Regulation (PP) Number 19 of 2025:
