The Ministry of Energy and Mineral Resources (ESDM) is currently drafting a Ministerial Regulation (Permen) as a derivative rule of Presidential Regulation Number 110 of 2025 concerning Carbon Economic Value. The drafting is part of the government’s effort to accelerate the issuance of various implementing regulations to support the carbon economic value (NEK) policy.

"We just had a meeting on carbon economic value with the Vice Minister. We are currently drafting the derivative regulation of Perpres 110," said Director General of New, Renewable Energy and Energy Conservation (EBTKE) Eniya Listiani Dewi at the Ministry of ESDM on Monday (6/7/2026).

According to Eniya, the ESDM Ministerial Regulation will govern the business processes for implementing carbon economic value in the energy sector. However, the substance of the regulation is still in the drafting stage and cannot yet be explained in detail.

"It discusses the business processes of carbon economic value. So, how it will be in the energy sector, but it is still being drafted," she said.

In addition to drafting the ministerial regulation, the government is also preparing the launch of the Carbon Unit Registration System (SRUK), scheduled to be inaugurated on 9 July 2026. The SRUK will be a key instrument in the implementation of Presidential Regulation Number 110 of 2025, particularly to support the execution of carbon trading in the energy sector.

"There is going to be the SRUK, right? The SRUK is going to be inaugurated on the 9th in the afternoon. There is already an invitation. For the energy sector. But we will wait for that," Eniya said.
