The Deputy Speaker of the MPR RI, Eddy Soeparno, is pushing for the discussion of the Just Climate Change Control Bill (RUU PPIB) to begin by the end of 2026. He stated that the bill is essential as a legal foundation for controlling the impacts of climate change.

“Personally, I support the discussion of this Bill starting at the end of 2026,” said Eddy during an Actual Discussion Forum regarding the RUU PPIB, held at the DPR building, Senayan, Jakarta, on Thursday (17/09/2026).

According to him, the Minister of Environment, Jumhur Hidayat, has welcomed the plan positively. Eddy also noted that parliamentary factions, in principle, welcome the discussion of the RUU PPIB in the near future.

“Parliamentary factions also, in principle, welcome the RUU PPIB being discussed soon as a standalone bill, rather than being merged with other legislative drafts,” he added.

The RUU PPIB is expected to provide clear and integrated regulations regarding carbon emission reductions, mitigation, and climate change adaptation, as well as the provision of incentives and sanctions for both businesses and the public.

“The plan to discuss the Just Climate Change Control Bill, or RUU PPIB, is one of the legislations that, God willing, will soon be officially discussed in parliament,” he said.

“The goal is for Indonesia to have a strong, clear, and integrated legal product to regulate carbon emission reductions, manage mitigation and adaptation to climate change, provide incentives and sanctions for businesses and the public, and strengthen our existing carbon economic value,” he continued.

The member of Commission XII of the DPR stated that the aspect of justice is also a crucial substance in climate change control. Therefore, he is urging the bill to be discussed immediately.

“The aspect of justice will also be a key substance within the RUU PPIB, ensuring that climate crisis control provides affirmation and even intervention for those directly affected, particularly coastal communities, low-income groups, farmers, fishermen, women, toddlers, the elderly, and including Global South nations,” he explained.
