Deputy Minister Ribka Pushes for Optimised Management of Papua Special Autonomy Funds
Deputy Minister of Home Affairs (Wamendagri) Ribka Haluk is continuing to push for reform in the management of the Papua Special Autonomy (Otsus) Fund through the implementation of the ‘5T’ strategy: tepat sasaran (right on target), tepat administrasi (proper administration), tepat manfaat (right on benefit), tepat jumlah (right amount), and tepat waktu (on time). This strategy is part of the government’s efforts to increase the effectiveness of Otsus fund management so that its benefits are truly felt by the people of Papua.
She made these remarks during the Plenary Meeting of the Executive Committee for the Acceleration of Development (KEPP) for Papua Otsus at the KEPP Office, Kwarnas Pramuka Building, Jakarta, today. “This is a concept I deliberately created for colleagues in the region (throughout Tanah Papua) to follow,” Ribka said in a written statement on Wednesday (1/7/2026).
According to Ribka, governance reform is necessary because the management of the Otsus fund has faced various problems, ranging from complicated administrative processes and low budget absorption to large remaining budget surpluses (SiLPA) in several areas in Papua.
Ribka explained that since July 2025, the Ministry of Home Affairs (Kemendagri) has gradually implemented Otsus fund governance reform through administrative guidance, the digitalisation of regional financial management systems, performance-based monitoring, and comprehensive governance reform. All these stages are carried out through intensive assistance to several regions in Tanah Papua.
In addition, Kemendagri is also strengthening coordination with regional heads so that governors, regents, and mayors are aware of the progress of Otsus fund management in their respective areas. According to Ribka, previously, various management obstacles were mostly known only at the implementing level, so regional heads were often late in receiving the information.
“So that’s the stage I’m doing, how we communicate with regional leaders, so that the governor knows the current position of the special autonomy fund,” said Ribka.
Ribka stated that through the 5T strategy, governance reform has begun to show positive results. For the first time in several years, the realisation of the 2025 Fiscal Year Otsus Fund reached 100 per cent, leaving no SiLPA. According to her, this achievement is inseparable from a number of strategic efforts, including simplifying governance, providing assistance to regions, and implementing the integrated Regional Government Information System (SIPD).
“Through these efforts, the process of planning, implementation, and accountability for budget use has become more effective and efficient,” she concluded.
Also present at the meeting were the Chairman of KEPP Otsus Papua, Velix Vernando Wanggai, and KEPP Otsus Papua members John Wempi Wetipo, Ignatius Yogo Triyono, Ali Hamdan Bogra, Gracia Josaphat Jobel Mambrasar, and Juharson Estrella Sihasale.
