Jakarta (ANTARA) - Deputy Minister of Law Edward Omar Sharif Hiariej stated that three bills within the National Legislation Programme (Prolegnas) 2026 have entered first-level discussions as of April.

During a working meeting with the House of Representatives Legislation Body (Baleg DPR) RI in Jakarta on Wednesday (15/4), he mentioned that there are 15 bills that are government initiatives in the Prolegnas.

“Three bills that have entered the first-level discussion stage, namely the Bill on Civil Procedure Law, the Bill on International Private Law, and the Bill on Industrial Design,” said the man familiarly known as Eddy, as quoted from a statement confirmed in Jakarta on Thursday.

Furthermore, Eddy continued, there are two bills that have been submitted by the government to the DPR and are awaiting discussion, namely the Bill on the Implementation of the Death Penalty and the Bill on Cybersecurity and Resilience.

Next, three bills are in the stage of requesting a presidential letter, which include the Bill on the Third Amendment to Law Number 10 of 1997 on Nuclear Energy, the Bill on Movable Asset Guarantees, and the Bill on the Second Amendment to Law Number 2 of 1981 on Legal Metrology.

In addition, Eddy added that seven other bills are still in the internal discussion process by the government.

The seven bills include the Bill on Narcotics and Psychotropics, the Bill on the Amendment to Law Number 12 of 2006 on the Citizenship of the Republic of Indonesia, and the Bill on the Transfer of Prisoners Between Countries.

Then, the Bill on Business Entities, the Bill on the Amendment to Law Number 39 of 1999 on Human Rights, the Bill on the Amendment to Law Number 18 of 2003 on Advocates, and the Bill on Public Procurement of Goods and Services.

These bills will be prepared because they are government initiatives.

Representing the government, Eddy also proposed one bill from the Medium-Term Prolegnas list to enter the 2026 Amendment Priority Prolegnas list, namely the Bill on Housing and Settlement Areas.

“Number 183, government initiative, to enter the 2026 Amendment Priority Prolegnas list and be transferred to a DPR initiative,” he said.

Eddy also highlighted the Bill on Auctions in the Medium-Term Prolegnas, which is a government initiative.

At the same time, he continued, the 2026 Prolegnas list of DPR initiatives contains the Bill on Asset Auctions, which substantively is one of the scopes of the government’s Auction Bill, so he proposed the integration of the two bills.

Meanwhile, the Chairman of the DPR RI Legislation Body, Bob Hasan, conveyed the meeting results approving the government’s proposal regarding the People’s Housing and Settlement Bill as a Prolegnas DPR initiative and the integration of the Auction Bill as a DPR initiative.

In addition, he also stated that the Bill on Civil Procedure Law and the Bill on Narcotics and Psychotropics, which were originally government initiative proposals, have been changed to DPR initiative proposals in the Second Amendment Prolegnas Bill for 2026.

“That is what we have agreed together, which we will certainly read out in the upcoming plenary session,” Bob said.
