Deputy Minister of Home Affairs Outlines Four Major Challenges for Regional Heads

Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto stated that regional heads currently face four major challenges, ranging from geopolitical dynamics to the increasingly fast-paced development of digital media. “Today, regional heads have four tests, namely geopolitics, overseeing national priority programmes, fulfilling campaign promises, and facing the very dynamic algorithms of the media. It is not easy and requires strategies that are in line with current algorithms,” Bima said in a statement in Jakarta on Friday. The statement was made by Bima while speaking as a keynote speaker at a Regional Autonomy Dialogue themed ‘Strategy for Realising Regional Fiscal Independence’ in the context of the 26th anniversary of the Association of Indonesian Regency Governments (APKASI) at the Medistra Health Institute Hall, Deli Serdang Regency, North Sumatra, on Thursday. Bima explained that the four challenges include geopolitical dynamics, overseeing national priority programmes, fulfilling campaign promises, and the development of highly dynamic media algorithms. He expressed hope that regents could complete their terms of office with clean, innovative, and public service-oriented leadership. Bima explained that the Ministry of Home Affairs maps the character of regional heads based on the condition of the Regional Revenue and Expenditure Budget (APBD) and the quality of public services. He noted that regions with a ‘transformer’ character are able to increase fiscal capacity while simultaneously improving the quality of services to the community. “Alternative regional revenues and funding through Government and Business Entity Cooperation (KPBU) schemes have been successfully implemented in various regencies,” he said. In addition, Bima encouraged regional heads to support the Village Head Enters Campus Programme initiated by the Ministry of Home Affairs through the Directorate General of Village Governance Development. The programme aims to enhance the capacity of village heads in data mastery, development planning, and unlocking village potential as a driver of regional economic growth. He also urged regional heads to strengthen their region’s image according to their respective characteristics and potential. According to him, the development of the tourism sector, creative economy, and sports tourism can become new sources of economic growth while increasing locally-generated revenue (PAD).
