Deputy Law Minister Explains Rapid Discussion of Police Bill
The Deputy Minister of Law, Eddy Hiariej, stated that the Draft Law on the Third Amendment to Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia (Polri) was discussed in a short period because there were only seven items under consideration. He noted that the discussion process involved numerous public hearing sessions (RDPU), where experts and members of the public were invited to provide their perspectives regarding the Bill.
He explained that several key components of the amendments include the mandate for the National Police to support the President’s policy directions, as well as updates to recruitment processes, specifically providing special affirmation for persons with disabilities to join the force. Furthermore, the Bill adjusts the retirement age for various ranks within the police; for Non-Commissioned Officers (Bintara) and Enlisted Personnel (Tamtama), the retirement age will be 59, while for Junior, Middle, and Senior Officers, it will be 60.
Additionally, the Bill addresses the assignment of police personnel outside the formal structure, in accordance with Article 30, Paragraph 4 of the 1945 Constitution, which outlines the three primary duties of the National Police: maintaining public order, providing protection and service to the community, and law enforcement. The Deputy Minister noted that the amendments provide further detail on the specific fields where police members can be deployed.
Previously, the plenary session of the House of Representatives (DPR RI) approved the Draft Law on the Third Amendment to Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia, officially enacting it into law. The agreement was reached after political party factions expressed their approval during the 21st Plenary Session of the DPR RI for the 2025–2026 session in Senayan, Jakarta, on Tuesday. During the session, Deputy Speaker of the House, Sufmi Dasco Ahmad, formally requested approval for the Bill, which was met with unanimous agreement from the legislators.
