Deputy Interior Minister conducts surprise inspection of civil servants' work-from-home in Bogor City
Civil servants can clock in from home, but their coordinates must match. Any deviation is considered as not clocking in.
Bogor City (ANTARA) - Deputy Interior Minister Bima Arya Sugiarto conducted a surprise inspection of the work-from-home (WFH) implementation for civil servants (ASN) in Bogor City, West Java, on Friday.
The inspection was carried out on the first day of WFH implementation to ensure the policy runs effectively, maintains performance, and does not disrupt public services in the region.
During the inspection, Bima Arya visited the homes of ASN carrying out WFH directly with Bogor City Mayor Dedie A Rachim to observe work activities firsthand.
He explained that the Bogor City Government has utilised the E-Kinerja application, which allows ASN to clock in from home with an integrated location tracking system.
According to him, the system ensures that ASN are truly working from home, as any location shift will prevent the attendance data from being recorded in the system.
“ASN can clock in from home, and the coordinates must match. If they shift, it is considered as not clocking in,” he stated.
Bima Arya emphasised that violations of WFH regulations will result in deductions from civil servants’ performance allowances (tunkin).
“If they are not at home and the data is not entered, their performance allowance will be reduced and taken into account,” he said.
Nevertheless, the Ministry of Home Affairs will conduct an evaluation within one month to measure the policy’s effectiveness, including ensuring optimal ASN performance and that service duties are not disrupted.
He added that the inspection results showed public services in Bogor City continuing to run well despite some ASN working from home.
“We also saw that public services are still running; not everyone is on WFH. Earlier, we even found ASN who were on WFH still working,” he said.
Bima Arya stressed that WFH implementation must be balanced with technology-based monitoring systems and tiered controls from leadership.
Such monitoring is carried out through periodic clock-ins three times a day, direct oversight by department heads, and random verifications via video calls.
“If there are ASN who do not carry out WFH properly, please report it or even viralise it,” he said.
Furthermore, he noted that some ASN continue to work from the office (WFO) with a proportion of around 9 percent in Bogor City, to ensure public services remain operational.
For ASN working from the office, the government encourages the use of public transport or eco-friendly modes as part of efficiency efforts.
“Those on WFO, we ask to maximise public transport or cycling. This is part of efficiency,” said Bima Arya.
