Deputy Home Minister Urges DPRD to Oversee Regional Budgets Based on Outcomes

Deputy Home Minister Akhmad Wiyagus has emphasised that Regional People’s Representative Councils (DPRD) need to optimise their oversight function regarding the implementation of Regional Revenue and Expenditure Budgets (APBD) by focusing on outcomes, not just administrative processes. He stated that DPRD should not only assess whether the budget has been absorbed, but must also evaluate whether the spending has produced results. The statement was made during the 2026 Regional Coordination Meeting of the Association of Indonesian Regency Councils (ADKASI) for Kalimantan Island in Banjarmasin, South Kalimantan, on Thursday (16/7). According to him, effective oversight is a crucial instrument to ensure that every rupiah of the budget provides real benefits and answers the needs of the community. This condition, he noted, must be a serious concern for DPRD through its oversight function so that regional governments immediately accelerate the implementation of development programmes, especially infrastructure spending, ensuring that funds do not merely sit in regional treasuries or banks. He also encouraged that every budget deliberation and oversight process be conducted more substantively, prioritising measurable performance indicators. He argued that every budget policy must be able to solve the problems faced by the community while providing tangible benefits. ‘Every budget discussion must dare to answer four questions: what problem is to be solved, who in the community will receive the benefits, what results must be achieved, and when can these results be felt,’ he said. ‘Prepare a clear follow-up agenda, what will be done in the next 30 days, what will be done in the next 60 days, 90 days, who is responsible, and also what the success indicators are,’ he added. The event was also attended by Chairman of Committee I of the Regional Representative Council (DPD RI) Andi Sofyan Hasdam, ADKASI Chairman Siswanto, Acting Director of Regional Coordination and Supervision III of the Corruption Eradication Commission (KPK) Imam Turmudhi, Director of Corruption Prevention of the National Police Brigadier General Bhakti Eko Nurmansyah, Head of the South Kalimantan High Prosecutor’s Office Tiyas Widiarto, Deputy Mayor of Banjarmasin Ananda, members of the Regional Leadership Coordination Forum (Forkopimda), as well as leaders and members of regency and city DPRD throughout Kalimantan.
