Deputy Home Minister (Wamendagri) Akhmad Wiyagus has stressed that Regional People’s Representative Councils (DPRD) must optimise their oversight function regarding the implementation of Regional Budgets (APBD). He stated that supervision should be oriented towards achieving results, rather than being merely administrative. “DPRD must not only assess whether the budget has been absorbed, but must evaluate whether the budget has delivered results,” Wiyagus said in a written statement on Thursday (16/7/2026). He made the remarks during the Regional Coordination Meeting of the Association of Indonesian Regency DPRDs (ADKASI) for Kalimantan Island in Banjarmasin, South Kalimantan. Wiyagus highlighted the persistently low realisation of local government capital expenditure, which stood at only 12.64 per cent as of June. He urged DPRD to take this seriously through their oversight function, pushing local governments to accelerate development programmes, particularly infrastructure spending, so that funds do not remain idle in regional treasuries or banks. He also encouraged substantive budget discussions and oversight based on measurable performance indicators. “Every budget discussion must dare to answer four questions: what problem is being solved, which community will receive the benefits, what results must be achieved, and when can those results be felt,” he asserted. Wiyagus expressed hope that the coordination forum would produce concrete and measurable follow-up steps, not just normative recommendations. He requested that each action plan be clearly formulated, complete with implementation timelines, responsible parties, and success indicators. “Draft a clear follow-up agenda: what will be done in 30 days, 60 days, 90 days, who is responsible, and what are the success indicators,” he concluded.
