Deputy Home Minister Ribka Haluk Urges Completion of Additional Special Autonomy Fund and Infrastructure Budget Plans for 2026
Deputy Minister of Home Affairs (Wamendagri) Ribka Haluk is urging regional governments in Papua to promptly complete and submit the Programme Budget Plan (RAP) for the use of additional Special Autonomy (Otsus) Funds and Additional Infrastructure Funds (DTI) for the 2026 fiscal year. This follows the issuance of Minister of Finance Decree Number 146 of 2026 concerning the adjustment of the allocation details for the Special Autonomy Fund and DTI for the 2026 fiscal year for all regions in Papua, amounting to Rp2.7 trillion. The allocation consists of an Otsus Fund of Rp696 billion and a DTI of Rp2 trillion.
Ribka stressed that accelerating the preparation of the RAP is crucial to expedite development in Papua. Therefore, governors, regents, and mayors are requested to immediately prepare and submit the budget plans and programmes for the use of these funds. The plans must be prepared in accordance with statutory provisions, guided by the Regional Medium-Term Development Plan (RPJMD) and the Master Plan for the Acceleration of Papua Development (RIPPP).
“The RAP, once prepared and accompanied by supporting documents, must be promptly submitted for evaluation through an integrated system, namely the Regional Government Information System (SIPD), the Papua Development Acceleration Information System (SIPPP), and the Regional Special Autonomy Financial Information System (SIKD-Otsus),” Ribka stated in Jakarta on Tuesday (16/6/2026).
She explained that as a form of central government commitment to accelerating the preparation and evaluation of the additional Otsus Fund RAP, a Joint Circular (SEB) of Three Ministers—the Minister of Home Affairs, the Minister of Finance, and the Minister of National Development Planning/Head of Bappenas—Number 600.1.2/8821/SJ, Number SE-1/MK.08/2025, and Number 5 of 2025 has been issued.
Furthermore, Ribka requested that regional governments immediately follow up on the evaluated RAP, both by the central and provincial governments. This is to be carried out through budgeting and implementation in the amendment to the Head of Region Regulation (Perkada) concerning the Elaboration of the 2026 Fiscal Year Regional Budget (APBD) and by notifying the leadership of the Regional People’s Representative Council (DPRD). The amendment can subsequently be accommodated in the Regional Regulation on the Amendment to the 2026 Fiscal Year APBD or recorded in the Budget Realisation Report (LRA) for regions that do not amend their APBD.
According to Ribka, the distribution of the additional Otsus Fund and DTI will be carried out in stages through a transfer from the State General Cash Account to the Regional General Cash Accounts of provinces and regencies/municipalities in accordance with statutory provisions.
