Deputy Home Affairs Minister Wiyagus Stresses Crucial Role of Provincial DPRD in Strengthening Natural Resource Governance and Regional Fiscal Independence

Deputy Home Affairs Minister (Wamendagri) Akhmad Wiyagus has asserted that Provincial Legislative Councils (DPRD) have a strategic role in ensuring the management of natural resources (SDA) can strengthen regional fiscal independence. Therefore, DPRD must carry out their legislative, budgeting, and supervisory functions in a visionary, data-based manner oriented towards the people’s interests. Wiyagus conveyed this while opening the Second National Working Meeting (Rakernas) of the Association of Indonesian Provincial DPRD (ADPSI) at the Prime Plaza Hotel Sanur Ballroom, Denpasar City, Bali, on Monday (29/6/2026). He appreciated the organisation of the Second ADPSI Rakernas, which carried the theme ‘Strengthening Central and Regional Synergy in Energy and Mineral Resource Management to Strengthen Regional Fiscal Capacity towards Golden Indonesia 2045’. This theme aligns with the current need to strengthen central and regional synergy in all fields, including energy and mineral resource management. He emphasised that the management of the energy and mineral resources sector can no longer rely solely on extractive economic patterns. Regions need to accelerate the transition towards new renewable energy, encourage commodity downstreaming, and strengthen regional energy and logistics resilience to become more independent. Wiyagus reminded that natural resource management must still refer to the constitutional mandate as stipulated in Article 33 of the 1945 Constitution, namely for the greatest prosperity of the people. Therefore, the management of energy resources in the regions must not be handed over entirely to free market mechanisms or corporate interests without state control. ‘The Provincial DPRD, as representatives of the people, must ensure that the exploitation of natural resources in their regions truly provides maximum benefits for local communities, and not just for company shareholders,’ he explained. According to him, through the budget function, the DPRD needs to encourage more productive allocations of the Regional Revenue and Expenditure Budget (APBD) for the development of new renewable energy, education, health, infrastructure, food security, service digitalisation, and strengthening the local economy.
