Deputy Home Affairs Minister Ribka Haluk stressed the importance of strengthening synergy, coordination, and good governance in accelerating development in Papua. She made the remarks during her speech at the Hybrid Dialogue Forum on Accelerating Papua Development held at Novotel Jakarta Cikini on Tuesday (26 May 2026).

The forum, themed “Strengthening Development Partnerships in Papua through More Effective Coordination, Synergy, and Collaboration”, serves as a strategic platform to enhance coordination, synchronisation, evaluation, and collaboration among all stakeholders to support accelerated development and improved welfare for Papua’s people.

“Papua’s development is one of the nation’s priority agendas, consistently receiving full attention from the President and the Government of the Republic of Indonesia. This commitment is reinforced through various policies, regulations, and affirmative actions,” she stated virtually from the Ministry of Home Affairs (Kemendagri) headquarters in Jakarta on Tuesday (26 May 2026).

Ribka explained that the government continues to synergise efforts in accelerating Papua’s development through various policies aimed at achieving justice, equitable development, protection, and the fulfillment of Indigenous Papuan (OAP) rights. A key strategic move was the issuance of Presidential Regulation No. 24 of 2023 on the Long-Term Accelerated Development Plan for Papua (RIPPP) 2022–2041, which serves as the framework for long-term development.

The RIPPP prioritises human development and community welfare, achieved through strengthened governance, improved basic services, inclusive economic growth, regional connectivity, and enhanced role of Indigenous communities and local culture. The development focus is directed towards Healthy Papua, Smart Papua, and Productive Papua.

“The Ministry of Home Affairs, in line with its duties and functions, plays a strategic role in overseeing regional governance, strengthening central-local coordination, promoting policy synchronisation, and ensuring the Special Autonomy for Papua is implemented in accordance with applicable laws,” she explained.

Ribka noted that 2026 marks a pivotal moment for strengthening local governance in Papua, evidenced by the 100% disbursement of the Special Autonomy Fund across 46 regencies and cities in Papua as of May 2026.
