JAKARTA – Prof KH Shofiyullah Muzammil, Deputy Chairman of the Fatwa Commission of the Indonesian Ulema Council (MUI), supports the proposal for a “war tiket” Hajj being studied by the Ministry of Hajj and Umrah of the Republic of Indonesia. However, he reminds that the scheme should not overlook the principles of justice (’adalah) and ability (istitha’ah) for prospective pilgrims.

“I agree with the implementation of the Hajj ticket lottery on the condition that it does not abandon the principles of ’adalah and istitha’ah,” said Kiai Shofi when contacted by Republika.co.id on Friday (10/4/2026).

According to him, the “war tiket” concept must not be positioned as the main objective in organising the Hajj pilgrimage. The scheme is merely an instrument or supplement (tahsiniyat) to assist in the distribution of pilgrim departures.

“The ticket lottery is not the goal, but only a tahsiniyat tool for distribution,” he stated.

He emphasised that the more fundamental aspect in Hajj management lies in ensuring justice in access for all prospective pilgrims. This justice encompasses various dimensions, from long queues, priorities for the elderly, economic conditions, to disparities in technological literacy.
