He assessed that one of the factors is the weak coordination of governance between the central government and local governments. Lalu Hadrian stated that if governance is under the central government, teachers’ welfare will be equitable. He proposed that all teachers could become PNS. “If teacher recruitment is carried out through a single CPNS pathway and management is centralised, the state can ensure quality, equity, and guaranteed teacher welfare. Teachers are the foundation of the nation’s future, so the state must be present with a fair and certain system,” he explained.
