Depok to Build Waste Processing Plant with 1,000-Tonne Daily Capacity

Depok City Government (Pemkot) will construct a waste processing plant at the Cipayung Final Landfill Site (TPA) in Depok City. The plant will process waste with a capacity of 1,000 tonnes per day.

Based on the Depok City Government website, the project serves as a solution to relieve the burden on Cipayung TPA and reduce dependence on the Nambo Final Waste Processing and Treatment Facility (TPPAS).

The Acting Head of the Environmental Sanitation and Cleanliness Agency (DLHK) of Depok City, Reni Siti Nuraeni, stated that the cooperation process with a prospective partner is currently ongoing.

“For PT BSA, the Memorandum of Understanding has been signed. We are currently processing the drafting of the Cooperation Agreement (PKS),” said Reni, as seen on the Depok City Government website on Friday, 27 February 2026.

She explained that the PKS drafting is being conducted in parallel with several administrative stages and inter-ministerial consultation. Additionally, the agency will consult with the Ministry of Environment regarding the equipment that will be operated.

“We are coordinating on the substantive aspects of KSDPKC (Regional Cooperation with Third Parties) with the Ministry of Home Affairs. A team has already been sent there,” she explained.

“We also need to secure support from the Ministry of Environment regarding the equipment used, especially since this relates to export,” she added.

The DLHK is now preparing documentation for the Regional Parliament (DPRD) and engaging academics in calculating the financing scheme.

“We are requesting assistance from the University of Indonesia to recalculate the tipping fee offered by the prospective partner. Is the figure offered reasonable? Too high, too low, or adequate?” she said.

Reni stressed that the agency has drawn up a timeline for completing the cooperation. She estimates that the groundbreaking ceremony can be held in early May, with construction lasting approximately six months.

“Our target is to complete the PKS this month, end of February. After that, the groundbreaking ceremony will take place after Eid. The building is like a hangar, so it is relatively quick. If we start in May, six months means completion in October,” she explained.

Under this scheme, full operations are targeted to begin next year, whilst a trial period will be conducted this year.

“Next year full operations. This year we will conduct a trial. We are using a more comprehensive precautionary approach. Not merely because we are being rushed and then an aspect is overlooked,” she concluded.
