Depok City Government Mandates Full Payment of Employees’ THR and Prohibits Installment Payments
Depok City Government, West Java, emphasises companies must pay 2026 Religious Holiday Allowance (THR) to their employees in full. The government issued a stern warning to employers not to deduct or pay THR in instalments. The move aims to safeguard the welfare of private sector workers in Depok ahead of Eid al-Fitr 2026. ‘THR is an additional payment that companies are obliged to provide to workers ahead of Eid al-Fitr. The THR payment aims to help workers meet their needs during the holiday and is a right regulated in labour regulations,’ said Nessi Annisa Handari, Head of the Depok City Labour Office (Disnaker), on Thursday (5 March 2026). She said the THR disbursement to hundreds of thousands of workers employed at 1,667 companies operating in Depok would be monitored by her office. To ensure full THR payment, Disnaker Depok had held a meeting with the Indonesian Employers Association (Apindo) and the Depok Workers Union SP KEP SPSI. The meeting discussed monitoring plans for the implementation of THR payments by employers and companies in Depok. The monitoring, she added, is to ensure companies fulfil their obligation to provide THR to their workers in accordance with Minister of Manpower Regulation (Permenaker) No. 6 of 2016 on Religious Holiday Allowance for Workers in Companies. ‘As a follow-up, we will conduct monitoring to track companies indicated to be violating workers’ rights. Looking back at last year, there were still a number of complaints about delays or non-payment of THR,’ she said. She explained four monitoring teams have been formed to go directly to the field, comprising trade union representatives, Apindo, police, and Disnaker officers. ‘Our hope is that during monitoring, every company can submit reports and show its commitment to fulfilling workers’ rights, including timely THR payments,’ she added. Meanwhile, a representative of the SP KEP SPSI labour union, Mustiyah, welcomed the Disnaker step to involve the unions in the monitoring process. ‘We appreciate it because we are involved directly. We will participate in monitoring the provision of workers’ rights and ensure all workers in Depok receive their rights in accordance with the rules,’ she said.
