Denpasar's 2026 Budget Revised to Rp 3.244 Trillion, Local Revenue Target Raised by Rp 170 Billion
The Denpasar City Council (DPRD) has approved the revised draft of the General Budget Policy (KUA) and the Provisional Budget Ceiling and Priorities (PPAS) for the 2026 regional budget, valued at Rp 3.244 trillion. The council has asked the Denpasar city government to optimise revenue potential that has not yet been fully realised, including advertising tax.
The revised 2026 KUA and PPAS draft increased by Rp 162.28 billion, or 5.26 percent, from the previous figure of Rp 3.082 trillion. Locally generated revenue (PAD) is also targeted to rise from just over Rp 2.050 trillion to Rp 2.220 trillion, an increase of Rp 170.25 billion.
The agreement was reached during the 13th plenary session of the second sitting period of the Denpasar City Council on Wednesday (12/8/2026). All factions—Golkar, PDI-P, Gerindra, PSI, and NasDem—approved the revised draft.
Golkar faction council member Anak Agung Gede Mahendra said regional expenditure in the revised 2026 KUA-PPAS draft rose by Rp 244.8 billion, or 6.7 percent, from Rp 3.644 trillion to Rp 3.889 trillion.
“We, from the Golkar Party faction of Denpasar City, appreciate the 6.5 percent increase in capital expenditure, amounting to Rp 48.9 billion, from the previous target of Rp 753.7 billion to Rp 802.7 billion,” he said during the meeting.
Golkar also asked the Denpasar city government to budget for the repair and new installation of street lighting (LPJ) as well as the repair of damaged roads.
“We ask the relevant agency to immediately budget for the repair and new installation of street lighting in the revised 2026 budget,” he said.
“We ask the Public Works Agency to immediately budget for the renewal and repair of roads in the revised 2026 budget,” Anak Agung Gede Mahendra continued.
Meanwhile, I Ketut Budha from the PDI-P faction asked all regional apparatus organisations (OPD) to maximise and evaluate public services.
From the Gerindra faction, I Gede Tommy Sumertha asked the government to maximise strategic sectors that still have the potential to increase revenue.
“There is a lot of potential that can be optimised, such as advertising tax, improving public services, the performance of Denpasar city government-owned enterprises, the implementation of digitalisation systems for revenue, and potential in tourism,” said Tommy Sumertha.
The PSI-NasDem faction, through Anak Agung Putu Gede Anugraha Merta, also encouraged the realisation of public aspirations and asked the government to mitigate fiscal risks.
He also highlighted the increase in advertising revenue and the cleaning of irrigation channels to prevent flooding in Denpasar City.
Denpasar Deputy Mayor I Kadek Agus Arya Wibawa confirmed that the city government will boost locally generated revenue and maximise existing potential.
Advertising tax is one of the sectors that will be pushed. According to him, revenue from this sector has started to increase after previously being affected by a moratorium.
“We will push it because the impact of the previous moratorium was significant—the advertising tax target was stagnant for quite a long time. Now it has started to increase,” said Kadek Agus Arya Wibawa.
Currently, the advertising tax target is nearly Rp 13 billion to Rp 15 billion. This figure has increased compared to the previous average of only around Rp 2 billion.
“We already hold all the taxpayer data. We will gradually push towards the target,” he concluded after the meeting.
