The Denpasar City Community and Village Empowerment Agency (DPMD) has identified that several posyandu in Denpasar are still short of cadres. In fact, there are posyandu with only five cadres.

However, the Posyandu Paripurna 6 SPM requires broader services, not just health, but also education, social affairs, housing, and public order.

“So the obstacle is with the cadres. There is one posyandu with 10, 20, 25 cadres. Even one with 5, if I’m not mistaken at that time. That’s why I was shocked to see a cadre count of 5—what can they possibly handle, when just health services alone would exhaust five cadres,” said DPMD Denpasar Secretary Tresna Yasa to detikBali on Tuesday (12/5/2026).

Currently, there are 459 posyandu in Denpasar with a total of 4,011 cadres. However, the distribution of cadres is said to be uneven across each region.

Yasa admitted to having requested villages and sub-districts to bolster cadre numbers, including through additional incentives.

“We ask villages/sub-districts that still have low cadre numbers. We request commitment from Mr Bekel or Mr Lurah for strengthening these cadres, so that cadres do not complain,” he added.

In addition to the number of cadres, DPMD also highlighted the capabilities of cadres, which are deemed not fully ready to implement the Posyandu Paripurna 6 SPM concept.

Nevertheless, DPMD claims to conduct regular coaching. In 2025, coaching was carried out eight times in each sub-district, designating two to three villages as pilots.

Yasa noted that social issues are the most common complaints in Posyandu Paripurna 6 SPM, ranging from wheelchair assistance to BPJS services.

“The social sector has a broad scope. From disabilities, requests for wheelchair aid, crutches. Including those with BPJS. That’s what the community is waiting for,” explained Yasa.

He added that all community complaints are verified at the village or sub-district level with a target resolution within five working days. If it cannot be resolved, the report is forwarded to the sub-district, city, and up to provincial levels.

“For example, the other day there was a case of an out-of-Denpasar ID card. We even forwarded that to the province because it crosses regency/city boundaries,” said Yasa.
