Denpasar City Government and Pelindo Sign MoU for Waste-to-Energy Plant in Benoa

The Denpasar City Government and PT Pelabuhan Indonesia (Persero) Regional 3 have signed a memorandum of understanding (MoU) regarding the utilisation of a portion of Land Management Rights in the Benoa Port area for the construction of a Waste-to-Energy (PSEL) facility. The signing took place during the Bali Clean Waste Movement Coordination Meeting towards 100 Percent Waste Sorting in Bali, held at the Kertha Sabha Building within the Bali Governor’s Jaya Sabha Residence complex in Denpasar on Wednesday. The agreement was signed by the Head of the Denpasar City Environmental and Hygiene Agency, Ida Bagus Putra Wirabawa, representing the Denpasar City Government, together with Plt. Executive Director 3 of PT Pelabuhan Indonesia (Persero), Daru Wicaksono Julianto. The signing was witnessed directly by the Minister of Environment, Mohammad Jumhur Hidayat, Bali Governor Wayan Koster, members of the Bali Provincial Forkopimda, a representative from Danantara, Denpasar Mayor I Gusti Ngurah Jaya Negara, and regents from across Bali. Under the agreement, Pelindo Regional 3 provides the use of a portion of HPL land covering approximately 60,502 square metres in the Benoa Port area. The land will be utilised as a location for constructing the PSEL facility and other supporting infrastructure to promote a more effective, modern, and environmentally friendly urban waste management system. Denpasar Mayor Jaya Negara stated that this collaboration marks an important milestone in accelerating the development of technology-based waste management infrastructure in Denpasar. According to Jaya Negara, the move is a long-term strategy to address the challenges of waste management, which continue to increase along with population growth and economic activity. “Through waste-to-energy processing technology, the volume of waste entering final processing sites is expected to be significantly reduced while simultaneously producing beneficial renewable energy,” he said. Jaya Negara further emphasised that the PSEL development is not only oriented towards solving waste problems but is also part of efforts to maintain environmental quality, support energy security, and realise sustainable urban development. “The presence of this facility is expected to serve as a long-term solution for urban waste management, while supporting the realisation of Denpasar as a clean, healthy, comfortable, and environmentally conscious city for current and future generations,” he stated. Meanwhile, Minister of Environment Mohammad Jumhur Hidayat appreciated the strong commitment of local governments in Bali regarding waste handling and environmental preservation. “An approach that integrates government policy with the values of local wisdom is Bali’s main strength in building public awareness,” said Jumhur Hidayat. At the end of the event, all coordination meeting participants affirmed their joint commitment to realising 100 percent waste sorting in Bali as a concrete step towards a clean, healthy, beautiful, and sustainable island.
