Denny Indrayana Requests Constitutional Court to Summon Gibran
The former Deputy Minister of Law and Human Rights, Denny Indrayana, has requested the Constitutional Court (MK) to summon the Vice President of Indonesia, Gibrund Rakabuming Raka, for the trial of case number 01/PHPU.PRES-XXIV/2026 concerning the dispute over the 2024 Presidential and Vice-Presidential Election results.
“We also petition the Constitutional Court so that this matter becomes clearer and more transparent, by summoning several parties to the trial at the Constitutional Court,” said Denny, as quoted from his Instagram account @dennyindrayana99 on Monday (28/9).
“First is Mr Gibran Rakabuming Raka. It is important for him to explain the actual situation regarding his education,” he continued.
In addition, Denny also requested that the Court summon the Minister of Primary and Secondary Education as well as the Minister of Law to explain the harmonisation process of KPU Regulation Number 19 of 2023 and the issuance of the certificate of educational equivalence for Gibran.
“Furthermore, let us together oversee this trial process to ensure it proceeds well, with polite arguments, and by presenting credible experts and witnesses, so that we can ultimately achieve a result that we all respect as a form of constitutional civilisation,” he said.
Denny expressed satisfaction with the Court’s decision to proceed with the trial regarding the petition for Gibran’s disqualification.
“Let us now focus on the substance, the core issue for which we seek the truth: whether the Vice-Presidential candidate Gibran Rakabuming Raka meets the requirements of high school or equivalent education,” said Denny.
“If he meets them, what is the evidence? If he does not, why? Why did Article 18, paragraph 3 of KPU Regulation Number 19 of 2023 emerge?” he added.
During the trial on Wednesday, 23 September 2026, representatives from the General Elections Commission (KPU), the Election Supervisory Body (Bawaslu), and other relevant parties had already provided testimony.
The eligibility of Gibran Rakabuming Raka as a vice-presidential candidate in the 2024 Presidential Election is currently being challenged in the Constitutional Court.
The petitioners include the Independent Committee for Election Monitoring (KIPP), the Ummat Party, Denny Indrayana, six citizens part of the Forum of Retired TNI Soldiers, M Subhan, Bonatua Silalahi, and Tiurma M.S. Sihombing.
In their petition, the applicants request the Court to declare that the educational requirements stipulated in Article 169 letter r of the Election Law are imperative and must be legally fulfilled at the time of registration and the determination of presidential and vice-presidential candidate pairs.
The petitioners are asking the Court to declare the disqualification of Vice-Presidential candidate Gibran Rakabuming Raka due to failure to meet the educational requirements under Article 169 letter r of the Election Law.
Furthermore, the applicants request the Court to declare that the determination of Gibran as a vice-presidential candidate in the 2024 Election contained a legal defect from the outset, rendering it without legally binding force; and to nullify the KPU Decision insofar as it concerns the determination of Gibran as a vice-presidential candidate.
Additionally, the petitioners seek the Court to annul Gibran’s inauguration as Vice President, which was conducted by the People’s Consultative Assembly (MPR).
Finally, the petitioners request that the MPR organise a vice-presidential election session for two candidates proposed by the President no later than 60 days after the verdict is read.
