DPR Speaker Puan Maharani stated that the Election Bill is still being discussed with party leaders. Democrat Party Secretary-General Herman Khaeron said one of the topics under discussion is the parliamentary threshold for entering the DPR.

“Formally, it hasn’t been discussed yet, but informally, we certainly have communications. For example, regarding the parliamentary threshold limit. How much this should be discussed, well, the issues and opinions have already emerged—some suggest 5 percent, 6 percent, some propose setting it according to the Constitutional Court’s determination,” Herman said at the DPR building in Central Jakarta on Thursday (16/4/2026).

He mentioned that discussions also cover the magnitude of electoral districts or dapil. He noted that many proposals have surfaced in these informal discussions.

“Then, regarding the dapil magnitude, for instance, or 4 to 6, 4 to 8, or keeping it at 4 to 10. These are options that will formally be determined by the factions, whether in the Special Committee or discussed in the Legislation Body or perhaps in the Working Group in Commission II. We’ll just wait and see,” he said.

He added that there is still time to discuss the Election Bill. He mentioned that the stages for the 2029 Election would likely begin in 2027.

“The election stages, starting from the registration of participating political parties, then the determination of participating political parties, then the determination of the series and subsequent stages, usually take about one and a half years. With preparations, say two years. For 2029, it would actually be 2027,” he said.

He stated that the immediate step needed is the recruitment of election organisers. According to him, election organisers must possess capability and integrity.

“After that, in my view, the law should perhaps build something positive, and the opinions should be directed towards how to achieve efficiency in the election budget, then effectiveness, fairness, and it shouldn’t be that those at the lower levels are seemingly left behind,” he said.

“Now, this sense of justice in the Election Law is important to accommodate everyone. Whether through the Sainte-Laguë method or Hare quota, for example, these will continue to be discussed around five or six main issues in the substance of the general election implementation,” Herman continued.
