Democrats Confident Prabowo's Seventh Cabinet Reshuffle was Thoroughly Calculated
President Prabowo Subianto has once again reshuffled the Red and White Cabinet. The Democratic Party assesses that this cabinet overhaul has been thoroughly calculated to optimise government performance.
The Head of the Democratic Party’s Strategic Communications Agency, Herzaky Mahendra Putra, stated that Prabowo, as the highest leader of the cabinet, can identify the needs of the government organisation, including sectors that must become priorities.
“This reshuffle has certainly been thoroughly calculated by the President. After all, as the highest leader in the cabinet, he can see what the needs of the government organisation are today,” Herzaky told reporters on Saturday (3/10/2026).
Herzaky noted that these needs may relate to sectors requiring acceleration or changes in personnel. In his view, changes in officials can be made when the President deems there is a more suitable figure to fill a position.
“It starts from which sectors need to be priorities, which need acceleration. From there, he then assesses whether there needs to be changes in personnel, to replace someone with someone more suitable for a particular position,” he said.
“Those who were previously good, but where acceleration is needed, thus requiring change,” he added.
In addition to personnel changes, Herzaky believes Prabowo also recognises the need for changes in the government’s organisational structure. He cited the existence of several Coordinating Minister positions within the cabinet as an example.
“And then he may also see that there is a need for changes in the organisational structure. This is a very important matter. In this context, the reason why there are Coordinating Ministers is perhaps one of his priorities,” he said.
Herzaky mentioned that Prabowo’s mindset regarding the reshuffle remains focused on ensuring government programmes provide benefits to the public.
“What we see is that the framework remains the same; his mindset is how to ensure that the people can obtain the greatest benefit from every government programme. That is one aspect,” said Herz_aky.
Furthermore, he stated that the vision and mission of the Prabowo administration must be executed down to the lowest level. Therefore, he believes suitable figures are required to occupy strategic positions within ministries.
“This requires the right figures in each high-level position within the ministries. For instance, we see the inclusion of technocrats to drive acceleration,” he added.
Furthermore, Herzaky views this seventh reshuffle as a positive signal regarding how Prabowo communicates with both the public and the internal cabinet. He believes the move demonstrates an emphasis on government output and performance.
“For us, this reshuffle is a positive signal regarding the President’s way of communicating with the community, the public, and the international community, as well as within his own cabinet,” he said.
“He prioritises output, results, and maximum benefit—performance that can truly provide the greatest benefit to the people. That is his potential,” he added.
It is noted that President Prabowo reshuffled the ministerial lineup yesterday. Recorded data shows that Prabowo has conducted cabinet reshuffles seven times since assuming the Presidency in October 2024.
The first reshuffle took place on 19 February 2025, followed by another on 8 September 2025. Prabowo reshuffled again on 17 September, with the fourth reshuffle occurring on 8 October 2025.
A reshuffle also took place in April 2026, involving the overhaul of six officials, including the appointment of the Minister of Environment and Forestry, Jumhur Hidayat. In September 2026, Prabowo reshuffled the position of Finance Minister, with Purbaya being replaced by Suahasil Nazara.
The most recent, or seventh, reshuffle involved the inauguration of 18 officials by Prabowo. The list is as follows:
