Many Jakartans long for houses which can be obtained without
going though much red tape. The government has chalked out a
project for building fairly simple and simple houses meant for
people with low incomes.

However, speculators take advantage of this situation by
deceiving the needy. The many developers who are supposed to
build modest and very simple houses in Tangerang and Bekasi ask
potential buyers for down-payments. The would-be buyers only find
out they were swindled when the developers give excuses such as
"the land has not been entirely freed or the local
administration's permit is still being processed." The fictitious
developers did nothing but pocket the consumers' money.

It is only fair the delinquent developers be punished.
