Deli Serdang Utilises Additional Rp 493.85 Billion Regional Transfer for Infrastructure and Education

Infrastructure, education, health, and agriculture are the focus of the additional Regional Transfer (TKD) for the 2026 Fiscal Year in Deli Serdang Regency. The transfer, amounting to Rp 493.85 billion, is being utilised to strengthen public services while enhancing preparedness for potential disasters.

The use of the budget was presented by the Deli Serdang Regency Government during an Assistance and Monitoring session for the use of the additional TKD, attended by officials from the Ministry of Home Affairs and the Sumatran Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) at the Deli Serdang Regent’s Office Hall on Monday, 13 July 2026.

The additional TKD is a central government policy regulated in the Minister of Finance Decree Number 59 of 2026 concerning the Adjustment of Allocation Details and Distribution of Revenue Sharing Funds (DBH), General Allocation Funds (DAU), and Special Autonomy Funds for the 2026 Fiscal Year. Its utilisation refers to the Minister of Home Affairs Circular Letter Number 900.1.3/1084/SJ concerning the Adjustment of Regional Transfers for the 2026 Fiscal Year in Regional Budgets for Disaster-Affected Areas.

From the additional TKD of Rp 493.85 billion, Deli Serdang allocated Rp 281.29 billion for the infrastructure sector. The remainder is used for education amounting to Rp 77.98 billion, health Rp 17.64 billion, agriculture Rp 11.30 billion, and other governmental affairs totalling Rp 105.65 billion.

As of 13 July 2026, the financial realisation of the additional TKD usage had reached Rp 67.24 billion, or 13.6 per cent. “Most regional apparatus organisations (OPD) have entered the physical implementation stage, although a number of procurement packages still require adjustments due to price fluctuations, so the tender process must be readjusted,” said a representative of the Deli Serdang Regency Government to the Satgas PRR.

Seven OPDs have realised the budget, namely the Health Office; the Housing, Settlement Areas and Land Office; the Water Resources, Highways and Construction Development Office; the Regional Disaster Management Agency (BPBD); the Population and Civil Registration Office; the Investment and One-Stop Integrated Services Office (DPMPTSP); and the Regional Finance and Asset Agency (BKAD).

The Media Coordinator of the National Command Post of the Satgas PRR, Kastorius Sinaga, appreciated the swift action of the Deli Serdang Regency Government in post-disaster recovery. “For example, nine damaged bridges have been rehabilitated, and 77 families with damaged houses have been designated by a Regent’s Decree to receive permanent housing or huntap,” he said.

Kastorius also praised the solidarity of the Deli Serdang Regency Government, which channelled financial assistance of Rp 50 billion to East Aceh Regency. The assistance aligns with the direction of the Head of Satgas PRR, Tito Karnavian, and the provisions in the Minister of Home Affairs Circular Letter Number 900.1.3/1084/SJ, which opens the possibility of using the additional TKD for financial assistance to regencies and cities directly affected by disasters.

The Sub-Directorate of Regional Budget Planning for Region I of the Directorate General of Regional Finance Development at the Ministry of Home Affairs, Fernando H. Siagian, added that areas not directly affected, such as Deli Serdang, can direct the use of the additional TKD to strengthen mitigation and preparedness. “This can take the form of providing mitigation facilities, improving population administration services for affected communities, and other programmes that provide direct benefits to the community,” he said.

During the visit, the Satgas PRR team also inspected SD Negeri 104240 and SD Negeri 104232 in Tanjung Morawa District. The two schools, which began rehabilitation in early May 2026, are part of the utilisation of the education sector allocation of Rp 77.98 billion. Through the programme, the Deli Serdang Regency Government is rehabilitating various learning support facilities, including computer laboratories, new classrooms, study rooms, School Health Units (UKS), sports fields, and teachers’ official housing.

The utilisation of the additional TKD aligns with the direction of the Head of Satgas PRR, Minister of Home Affairs Tito Karnavian, who encouraged regional governments to accelerate budget realisation so that the benefits can be felt immediately by the community. “I encourage regions to move quickly to use it. Budget and programme realisation in the field must be accelerated so that public service functions and permanent infrastructure recovery are not hampered by bureaucratic matters,” said Tito.
