Previously, Lombok Barat DPRD member Ahmad Zainuri, also a defendant, had returned Rp 1.08 billion in state loss compensation to the Mataram District Prosecutor’s Office. The repayment was made in two instalments: first Rp 608 million, then Rp 400 million. Rusandi and Ahmad Zainuri are defendants alongside Dewi Dahliana, Head of the Social Rehabilitation (Resos) Section at the Lombok Barat Social Affairs Department, and M Zakaki, Head of the Social Empowerment (Dayasos) Section at the same department. ‘The trial proceedings against the defendants are ongoing,’ he said. In 2024, the Lombok Barat Social Affairs Department allocated Rp 2.22 billion for goods procurement for sale or distribution to the public, divided into 143 activities. Of these, 100 were special allocations (pokir) from DPRD members. The four defendants were implicated in a Rp 2 billion allocation, comprising eight packages under the Social Empowerment Section and two under the Social Rehabilitation Section. The procurement process violated regulations, resulting in a Rp 1.7 billion state loss. M Zakaki served as the Commitment Making Officer (PPK) and Budget User Authority (KPA) for the activity. As PPK and KPA, M Zakaki failed to conduct price surveys when determining the estimated price (HPS), relying solely on budget availability and the Lombok Barat 2023 unit price standards (SSH). This resulted in contract prices significantly higher than market rates, causing inflated costs. M Zakaki also colluded with suspect Ahmad Zainuri to directly appoint specific suppliers, including Rusandi. M Zakaki failed to monitor contracts and oversee activity implementation, leading to work not meeting contract specifications. He also approved payments to suppliers who did not fulfil their obligations. As a result, the Lombok Barat Inspectorate calculated a Rp 1.7 billion financial loss to the state.
