Defence Ministry: Komcad Training Strengthens National Defence System

The Head of the National Reserve Agency of the Ministry of Defence, Lieutenant General Gabriel Lema, explained that forming the reserve component or Komcad from civil servants is an effort to strengthen the national defence system. According to him, this is important amid existing threats and challenges.

“The current dynamics of strategic environmental developments have created complex threats in various regions of Indonesia,” he said in his speech at the departure parade for 2,109 civil servant participants in the Komcad programme at the National Monument field, Jakarta, on Monday, 13 April 2026.

He stated that 49 ministries and agencies have sent their personnel to participate in Komcad training at defence institution education centres. Gabriel said this Komcad training programme for civil servants also represents synergy between the Ministry of Defence and other government agencies to enhance the homeland’s defence system.

“Synergy among ministries and agencies at the central level will become a pilot project at the regional level, which is very beneficial in building superior human resources towards Golden Indonesia 2045,” said the three-star general.

Gabriel believes that forming Komcad from civil servants can expand the national readiness base amid current global dynamics. According to him, this Komcad training programme for civil servants will not change the existing bureaucratic structure. “They will continue to carry out their main duties and functions as civil servants,” said Gabriel.

He stated that the Ministry of Defence has prepared a curriculum to be implemented in this Komcad training programme for civil servants. Gabriel said the Komcad training programme for civil servants is oriented towards building corps spirit, care, discipline, problem-solving, and mental resilience.

“(Whereas) the curriculum with a military nuance is limited to limited knowledge. Knowledge about weapons is also the same, because they will later have to carry out shooting exercises,” he said.

Previously, 2,019 civil servants participating in the first wave of Komcad training had been dispatched to six education institutions to undergo further tests on physical competence, psychology, and ideological mentality on Monday, 13 April 2026. Meanwhile, the Basic Military Training programme will be opened on 22 April at Halim Perdanakusuma Air Base, East Jakarta.

The six education institutions facilitating this Komcad training programme include Puskombelneg BPSDM Kemhan, Rindam Jaya, Pusdikes Puskesat, Brigif 1 Pasmar, Pusbahasa Kodiklat AU, and Wingdik 500 Atang Sanjaya. The civil servant Komcad participants will undergo training for 45 days.
