Bandung, West Java (ANTARA) - West Java Governor Dedi Mulyadi will soon meet with the Minister of State Apparatus Utilization and Bureaucratic Reform (MenPANRB) Rini Widyantini to find a legal loophole for disbursing salaries to 3,823 honorary staff whose payments are stalled by central regulations.

This proactive step follows the plight of thousands of teachers and administrative personnel in West Java who have yet to receive wages for March and April 2026, even though the provincial government has confirmed that the budget for these payments is already allocated.

“The money is there, it has been allocated, but there is a circular from the MenPANRB Minister stating that we cannot pay honorary staff salaries. If paid, it would constitute a financial deviation,” Dedi said in a statement in Bandung, West Java, on Friday.

The issue stems from regulations prohibiting local governments from employing honorary staff after the implementation of the Civil Servant with Work Agreement (PPPK) selection.

This has created a deadlock because, on the other hand, schools in the field still heavily rely on these non-civil servant personnel.

The governor, familiarly known as KDM, emphasised that the role of honorary teachers, administrative staff, and cleaning personnel remains the backbone of educational operations in the region.

“Honorary teachers, including staff working in administration and clerical sections as well as cleaning personnel, are still very much needed,” he said.

Based on data from the West Java Provincial Education Office, there are 3,823 honorary teachers and administrative staff currently affected by these regulations.

Through the meeting with the MenPANRB Minister, Dedi hopes for a technical solution or discretion so that the rights of these education workers can be paid promptly without the risk of administrative violations.
