Dedi Mulyadi Reveals Reasons for Halting Jatiluhur AI Data Centre Project
West Java Governor Dedi Mulyadi (KDM) has halted the construction project of an artificial intelligence (AI) based data centre in the Jatiluhur area. This step was taken as an effort to enforce regulations and protect the interests of the local community.
“When I asked yesterday, the Building Permit (IMB) had not been issued. Has the Environmental Impact Assessment (AMDAL) been released? Not yet. So, I said do not proceed with the construction yet. Since the permit has not been issued. Where was the error? With the Purwakarta Local Government? No. The error lies with the consultant, who had not even submitted the data by the time I arrived,” KDM stated in a written statement on Friday (2/10/2026).
He emphasised that the policy was taken appropriately within the authority of the province or regency. The Environmental Impact Assessment (AMDAL) permit falls under the authority of the local Environmental Agency.
Nevertheless, KDM stated that the government always remains fair and objective in making policies. One such measure includes requesting academics from the University of Indonesia to provide feedback and input regarding the AI data centre development.
“Personally, if objectively the AMDAL passes, I have no problem with it proceeding. If the AMDAL says it is not permitted, I also have no problem with it being halted. But one note: the residents of Purwakarta who sacrifice for the interests of Jatiluhur must have access to water. It must not be disrupted,” he explained.
Ensuring Water Supply for AI Data Centre from Jatiluhur Reservoir
KDM added that the water requirements for BDx, if it were to operate, could be met from the Jatiluhur Reservoir. This water would be drawn from the portion allocated to the Purwakarta Regency Regional Water Utility Company (PDAM), which is granted an allowance of 3,000 litres per second.
“PDAM is allocated 3,000 litres per second. For decades, only 380 litres per second has been used, which is only 11% of the allocated quota. If only 11% of the 100% allocation is used, it means 89% of the water is not being utilised by PDAM. Now, an additional 14% is being used by the company. Is there still a surplus? Yes, there is. It is simple,” he concluded.
Previously, KDM visited the AI data centre in Jatiluhur on Tuesday (28/7). The visit aimed to ensure that this Rp3.5 trillion investment is conducted on land safe from disasters and that the water and electricity supplies for the AI data centre are sufficient.
