Jakarta Governor Surjadi Soedirdja some time ago appealed to communities to install decorative lamps in front of their houses to welcome in the 50th anniversary of Indonesia's independence.

He asked village chiefs to try to persuade villagers to put up the lamps and not to force this request upon them.

A youth club at East Pejaten, South Jakarta, however, has forced its members to install the decorative lamps. According to instructions issued, members are required to prepare 10 electric bulbs of 5 watts and 30 bulbs of 2.5 watts. These lamps are then to be set on a bamboo stick. Isn't this instruction contradictory to the "save-energy" policy of the government? Why not let people choose based upon their own conscience?
