Deception Uncovered: Former Condongcatur Village Head Embezzled IDR 1.7 Billion in Village Land
The deceptive tactics of the former Village Head of Condongcatur, Sleman, Reno Candra Sangaji, involving the embezzlement of IDR 1.7 billion in village-owned land (TKD), have been revealed in an indictment. Reno is alleged to have conspired with the Condongcatur Village Security Officer (Jagabaya) to reap illicit profits.
During a session at the Corruption Court of the Yogyakarta District Court on Thursday (1/10/2026), Prosecutor Rosalia Devi Kusumaningrum disclosed the origins of the TKD embezzlement in Gandok Hamlet. The misappropriation began with a plan to subdivide the ‘Tanah Pelungguh’ in Gandok Hamlet, specifically at Plot 184, around August 2020.
The plan for land subdivision was presented during a community meeting in Gandok Hamlet, which was also attended by the Hamlet Head, Supriyono Atmojo, who agreed to the proposal.
“Based on the verbal permission from the Defendant Reno, along with witness Supriyono and the Jagabaya staff, witness Hery Supriyono, measurements and the installation of boundary markers for the subdivisions on the Plot 184 land were conducted,” the prosecutor stated during the trial.
“Following this, witness Hery created a schematic map of the subdivisions on the land. Subsequently, parties intending to lease the land could meet witness Kuwat, acting as the Jagabaya, to view the measured plots and conduct site surveys,” she continued.
Once the subdivision was complete, the plots were leased to tenants without the authorisation of the Governor of the Special Region of Loyalty (DIY). Tenants were charged compensation fees, or ‘aung’, to replace the income of the original land cultivators during the lease period. The costs for booking or leasing the plots in Gandok Hamlet, Plot 184, varied.
“The total compensation from 11 plots on the land was received entirely by witness Kuwat, amounting to IDR 1,326,900,000, which was then distributed as follows: Defendant Reno received IDR 515,000,000, witness Kuwat received IDR 475,000,000, witness Supriyono Atmojo received IDR 306,900,000, and the late Sugiyanto received IDR 30,000,000,” the prosecutor stated.
Continued Leasing Without Governor’s Permission
This practice of leasing village land was repeated when Reno was re-elected as the Village Head of Condongcatur for a second term on 15 November 2021. While Reno was away on Hajj pilgrimage, he issued an instruction to the acting Village Head, the late Sugiyanto, to immediately proceed with the leasing of the plots.
The lease amount for that period totalled IDR 413,313,500, bringing the total state loss to IDR 1.7 billion.
“Furthermore, rather than providing land management oversight for the Condongcatur village lands being utilised by tenants, the Defendant Reno and the late Sugiyanto instead re-leased the land in Gandok Hamlet, Plot 184, to tenants without the permission of the Governor of the Special Region of Yogyakarta,” said the prosecutor.
For these actions, Reno faces the primary charge under Article 603 of the Indonesian Criminal Code (UU RI No. 1/2023) in conjunction with Article 18 of the Anti-Corruption Law (UU RI No. 31/1999 as amended). Subsidiary charges include Article 3 and Article 18 of the Anti-Corruption Law, as well as Article 606 paragraph (2) of the Criminal Code.
