Debottlenecking Session Addresses Ammonium Nitrate Import Licences and Batam Project
JAKARTA – Finance Minister Purbaya Yudhi Sadewa chaired the fifth debottlenecking session at the Ministry of Finance headquarters in Jakarta on Friday (13 March 2026). The session addressed a range of licensing issues and investment obstacles faced by businesses across various sectors.
“We need to clear these matters so we are not drawn out indefinitely. After that, we move forward and ensure that the positions we have taken, that the government has taken, can be implemented properly,” Purbaya stated during the session.
The first agenda item concerned the import permit for ammonium nitrate, a component used in the production of nitrous oxide (N2O) or laughing gas, which is utilised for medical purposes. Purbaya explained that goods had already arrived in Indonesia, but the permit from the Ministry of Trade had not been issued, preventing distribution.
“The goods have arrived but the permit from the Trade Ministry has not been released. However, this will be resolved shortly. I believe it will be completed before Monday,” he said.
The second agenda examined complaints regarding the certification process for Indonesian National Standards (SNI) and SNI product certification through the National Industrial Information System. Three companies reported facing obstacles with this process.
The third agenda addressed a complaint from PT Galang Bumi Industri regarding the issuance of a Space Utilisation Activity Conformity Recommendation from the Ministry of Agrarian Affairs and Spatial Planning or National Land Agency. This recommendation is required to support a national strategic project in Batam and to facilitate investment realisation in the region.
