REPUBLIKA.CO.ID, JAKARTA – The Coordinating Ministry (Kemenko) for Human Development and Culture (PMK) held a ministerial-level meeting (RTM) to discuss the quality of daycare services on Thursday (30/4/2026). The meeting, attended by several relevant ministries and agencies, was conducted to improve the governance of daycare services in Indonesia.

Coordinating Minister (Menko) for PMK, Pratikno, acknowledged that daycare services currently operating in society do not yet have good governance. In addition, several ministries also have their own daycare service programmes, with differing policies and licensing systems.

“We have agreed on the integration of regulations, integration of policies, integration of programmes,” he said after the meeting at the Kemenko for PMK on Thursday afternoon.

He explained that the government will soon form a task force to carry out improvements in the governance of daycare services. One of the aspects of governance to be improved is licensing.

He stated that the government will prepare integrated licensing regulations for daycare services. These regulations will later serve as a reference for every ministry/agency in creating daycare programmes.

“Yes (licensing will be integrated). That’s why one of them is being addressed quickly because there is an integrated information system portal,” he said.

According to Pratikno, daycare service licensing will likely become the authority of local governments. This is because it would be difficult for daycare providers if licensing had to be done at the central level.

Nevertheless, the central government will continue to provide assistance to the regions. Therefore, involvement from the Ministry of Home Affairs (Kemendagri) is also needed in improving the governance of daycare services.

“We discussed with Kemendagri how to provide assignments and authority to local governments. So, we’ll wait and see,” he said.

Regarding supervision, the task force will formulate the most effective mechanism. However, he has not yet been able to determine which ministry/agency will be assigned to carry out supervision.
