Data Integration Key to Improving Employment Services, Says Manpower Ministry
The Manpower Ministry (Kemnaker) has stated that strengthening cross-agency data integration plays a crucial role in improving the quality of employment services while supporting evidence-based policy formulation. Anwar Sanusi, Head of the Ministry’s Planning and Employment Development Agency (Barenbang), explained that this move is part of Kemnaker’s digital transformation to address the challenges posed by the development of artificial intelligence, automation, and the Society 5.0 era, which are reshaping the world of work. “Changes in the world of work are happening very rapidly. Therefore, the bureaucracy must also move in a more adaptive, innovative, and responsive manner in providing services,” he said in a statement received in Jakarta on Sunday. According to him, this effort aligns with the policy direction of the Ministry of Administrative and Bureaucratic Reform through the Life Journey 2025–2029 concept, which integrates government services based on the life cycle of citizens, including the phase of entering the workforce.
To implement this policy, Kemnaker has developed the SIAPkerja digital ecosystem, a platform that integrates job seekers, employers, and various employment services. Anwar explained that SIAPkerja functions not only as a service application but also as a digital ecosystem that compiles talent profiles of the workforce and company profiles of employers. This integration makes service processes more efficient while producing more comprehensive employment data. “SIAPkerja is not just a single application, but a digital ecosystem that thoroughly compiles workforce and employer profiles. Its main strength lies in the continuously expanding data integration,” Anwar stated.
To strengthen this ecosystem, SIAPkerja is connected with various agencies, including the Directorate General of Population and Civil Registration at the Ministry of Home Affairs, the Investment Coordinating Board (BKPM), BPJS Ketenagakerjaan, BPJS Kesehatan, and the Ministry of Primary and Secondary Education. The platform is also integrated with the Ministry of Higher Education, Science, and Technology, the National Civil Service Agency (BKN), the Ministry of Communication and Digital Affairs, and regional manpower offices. This cross-agency integration forms the foundation for the development of Labour Market Big Data, which is utilised to improve job matching quality, provide more accurate labour market information, and support evidence-based employment policy making. Anwar added that the implementation of these principles is expected to increase the Digital Government Index as an indicator of digital transformation maturity within the ministry while strengthening the quality of public employment services.
