Data Centre Association Requests Four Steps to Prevent Investment Stagnation
JAKARTA, Investortrust.id – The Indonesia Data Centre Provider Organization (IDPRO) is urging the implementation of four key steps to strengthen investment certainty for data centres in Indonesia. This proposal follows the temporary halt of the BDx AI data centre project in Jatilundur, Purwakarta, caused by delays in the issuance of Building Approval (PBG) and Environmental Impact Assessments (AMDAL).
IDPRO Chairman Hendra Suryakusuma stated that coordination and licensing certainty are required from the project’s inception to prevent administrative issues from obstructing ongoing investments. “First, there needs to be a single point of coordination for large-scale data centre investments,” Hendra told investortrust.id on Friday (2/10/2026).
According to IDPRO, the government also needs to prepare a clear licensing roadmap and specific guidelines for hyperscale and AI data centre projects. This is because the requirements for electricity, water, cooling, technology, and investment in data centres are considered distinct from those of standard commercial buildings.

Central and regional governments, PLN (the state electricity company), water resource managers, and investors must ensure that all requirements and licensing schedules are mutually understood,” he emphasised.
The fourth point is the need for clear service levels and licensing timelines. While investors must fulfil all requirements, the government must ensure that documentation, authority, and completion timeframes are understandable from the outset.
“Our message is simple: Indonesia must remain firm on compliance, but at the same time, it must be a country that is easy to understand and predictable for investors,” Hendra explained.
Beyond licensing certainty, IDPRO emphasised the importance of sustainability in data centre development. The association is promoting energy and water efficiency, as well as the economic benefits for communities surrounding data centre projects.
Hendra expressed hope that the issues surrounding the BDx project could be resolved through rapid dialogue between the company, local government, and the central government. He noted that this case should serve as a momentum to improve the data centre investment ecosystem, making it more mature, coordinated, and competitive within the region.
IDPRO previously released a Green Data Centre White Paper in 2022. This year, the association plans to publish the Indonesia Sustainable Data Centre Index, which is targeted to evolve into a standard within the next two to three years.
