Danantara's DSI Uncovers RBD Olein Export Price Discrepancies
Jakarta, CNBC Indonesia – Rosan Roeslani, CEO of the sovereign wealth fund Danantara (BPI Danantara), has revealed initial findings by PT Danantara Sumberdaya Indonesia (DSI) after nearly one month of monitoring trade in national strategic commodities.
Since beginning operations on 1 June, DSI has been able to draw data from all agencies, including the Ministry of Trade, the Ministry of Energy and Mineral Resources, the Ministry of Finance and Customs, which until now had not been consolidated. Through this approach, DSI discovered suspected under-invoicing, namely a considerable gap between export prices declared by exporters and reference prices or market indices, particularly for the palm oil derivative product Refined, Bleached, Deodorized (RBD) Olein.
“So now we can pull all that data, feed it into our platform, and we can see that, for example, with RBD Olein or palm oil, there has always been a gap between the declared price, that is, the price declared at the point of sale, and the index,” Rosan said at the Presidential Palace complex on Tuesday (21 July 2026).
According to Rosan, all of this data can now be consolidated into a single platform, allowing the government to monitor daily whether reported export prices match international reference prices.
He revealed that the average price discrepancy previously exceeded 30%. However, since the DSI monitoring system was implemented, the difference between declared prices and index prices has begun to narrow.
“So now, since yesterday when we began enforcing this, the gap, which previously averaged roughly 30% or more, is now very close to the index, very close indeed,” he said.
Rosan said the first three months of DSI’s operations remain focused on the evaluation and monitoring phase for three main commodities: coal, palm oil, ferro alloys and their various derivative products.
Through this integration, the government can trace the origin of commodities, export volumes, export duties and tax payments more comprehensively.
“So with that, we know where they are moving, what the volumes are, how much duty is paid, how much tax is paid, so we can compare and see, oh, there are gaps here,” he said.
At the Plenary Cabinet Session on Monday (20 July 2026), the figure of US$10.5 billion in foreign exchange managed by PT DSI was disclosed by President Prabowo Subianto in his address at the State Palace.
Prabowo commended DSI’s success in managing that foreign exchange, even though the company had only been operating for around six weeks and was still in a transition period.
“I received a report from Danantara CEO Rosan Roeslani Perkasa: in just one month and two weeks of PT DSI operating, it has already managed foreign exchange of more than US$10.5 billion,” Prabowo said.
