Danantara: Whoosh Restructuring Already Has a Solution, Awaiting Announcement
JAKARTA, KOMPAS.com – The debt restructuring scheme for the Jakarta-Bandung High-Speed Railway project, or Whoosh, is still in the refinement stage. The government assures that a solution has been prepared and is merely awaiting an official announcement.
Chief Executive Officer (CEO) of the Nusantara Future Investment Management Agency (Danantara Indonesia), Rosan Roeslani, stated that the scheme is currently undergoing finalisation.
“The scheme is being fine-tuned, yes. But it will be conveyed directly by the Coordinating Minister for Infrastructure,” Rosan said at the Ministry of Investment and Downstreaming/BKPM office in Jakarta on Thursday (23/4/2026).
He emphasised that the policy details would be presented by Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono.
He also revealed that the debt restructuring discussions have involved the Chinese government as the project partner.
“At that time, there was a meeting by the Coordinating Minister for Infrastructure, the Minister of Finance, and us. The solution is already in place and it will be followed up by the team to discuss with the Chinese side,” Rosan said.
According to him, the government is optimistic that the process can be completed soon.
“It’s already settled, just awaiting announcement,” Purbaya said after an event in Jakarta on Wednesday (22/4/2026).
Purbaya conveyed that the decision has also been communicated to the Chinese government to maintain trust and long-term relations between the two countries.
He admitted to having met with the Chinese Minister of Finance and affirmed that the restructuring decision has been made.
According to Purbaya, this step is important to maintain Indonesia’s credibility, particularly in strategic projects involving foreign investors.
Nevertheless, he has not disclosed the details of the restructuring outcome and asked the public to await the official government announcement.
“It’s already decided, just not the time to announce yet. Later after it’s announced by Mr AHY,” he said.
