Danantara Welcomes Designation of Three PSEL Projects as National Strategic Projects
PT Danantara Investment Management (DIM) and its subsidiary PT Daya Energi Bersih Nusantara (Denera) have welcomed the designation of three Waste-to-Energy (PSEL) processing facility projects as National Strategic Projects (PSN). The three projects encompass PSEL facilities in Bekasi, Bogor Raya, and Denpasar Raya, marking the first wave of PSEL project implementation. Through Denera, DIM CEO Pandu Sjahrir confirmed the firm’s desire to help accelerate the realisation of a Waste-to-Energy (WtE) ecosystem, which can be part of a long-term solution to Indonesia’s waste management challenges. “The PSN designation for these three first-wave locations demonstrates the government’s commitment to delivering integrated solutions to tackle the waste crisis. This initiative includes improving waste management systems, reducing dependence on landfills, and optimising the utilisation of waste into energy,” said Pandu. The PSN designation refers to Coordinating Ministry for Economic Affairs Regulation Number 16 of 2025, which includes the Integrated Waste Management Programme in the National Strategic Projects List. It also refers to Presidential Regulation Number 35 of 2018 and Presidential Regulation Number 109 of 2025 concerning the acceleration of environmentally friendly technology-based waste-to-energy facility construction. The PSN designation was made through a National Strategic Project Certificate issued by the Committee for the Acceleration of Priority Infrastructure Provision (KPPIP) under the Coordinating Ministry for Economic Affairs to each Developer and Manager Business Entity (BUPP) at the three locations. The three BUPPs that have obtained PSN status are: Bekasi City PSEL in West Java Province, implemented by Bekasi Environment Nusantara; Bogor Raya PSEL in West Java Province, implemented by Nusantara Bogor New Energy; and Denpasar Raya PSEL in Bali Province, implemented by Nusantara Bali New Energy. The three BUPPs were established based on DIM’s selection of PSEL partners, and they will be responsible for the development and implementation of the projects at their respective locations according to the plans and governance agreed upon with the government. With PSN status, these projects will receive implementation support through strengthened inter-ministerial and agency coordination, facilitation in resolving project obstacles, and various instruments necessary to ensure efficient and on-target construction. Denera CEO Fadli Rahman stated that this PSN designation indicates that waste management through PSEL is no longer merely a regional need, but part of a national strategic interest. “For Denera, this status not only accelerates realisation at the three initial locations but also serves as an important foundation for developing PSEL facilities at subsequent locations,” said Fadli. As part of the effort to transform national waste management, DIM and Denera view these three projects as the initial foundation for developing the PSEL ecosystem in Indonesia. Through collaboration with the central government, regional governments, technology partners, and various stakeholders, Denera seeks to deliver solutions that not only address urban waste challenges but also create sustainable environmental, social, and economic value for the community.
