PT Danantara Investment Management (DIM), together with PT Daya Energi Bersih Nusantara (Denera), has selected eight partners for the second phase of the Waste-to-Energy (PSEL) development and management programme. The selection covers eight development locations encompassing 20 regencies and cities. The appointment of selected partners for each location remains conditional and is subject to the fulfilment of all applicable procurement requirements. From 85 Selected Provider Lists (DPT), 68 applications were received for the eight project locations. Based on the evaluation results, each location now has a Selected Partner and a Reserve Partner, with the Selected Partner set to receive a Conditional Letter of Award (CLoA). The CLoA represents a conditional appointment as a business partner for PSEL development and management, and the Selected Partner will be formally appointed once all conditions in the CLoA are fully met. The Reserve Partner mechanism serves as an alternative should the Selected Partner fail to satisfy the stipulated requirements. DIM Chief Executive Officer Pandu Sjahrir stated that the involvement of leading global waste-to-energy companies demonstrates growing international confidence in Indonesia as an investment destination. “We see this as an opportunity to accelerate technology transfer, build national capacity, and strengthen the waste management industrial ecosystem in Indonesia,” Pandu said in an official statement on Tuesday. Amidst competition from global firms, national business players demonstrated an increasingly strong role. Four of the eight selected partners are consortia led by Indonesian companies, while two consortia are led by French companies and two by Chinese companies. Indonesia provided the highest number of consortium leads in this selection phase. All consortia have partnered with international technology providers to expedite project implementation while promoting technology transfer and strengthening the domestic industry. DIM Director of Investment and Denera Chief Executive Officer Fadli Rahman emphasised that the entire selection process was conducted objectively, based on good governance principles and with reference to international best practices. “The assessment covered credentials on PSEL projects, financial capability, speed of implementation and commercial aspects, strategic and risk management considerations, as well as long-term commitment and execution experience in Indonesia. To ensure the independence and quality of the process, we appointed independent technical, legal, and commercial advisors to oversee all evaluation stages,” Fadli explained. The second phase partner selection is part of the national PSEL development programme being implemented in stages. Previously, construction of the first phase commenced with the inauguration of the Denpasar Bali PSEL development on 8 July 2026, following a partner selection process alongside the Bekasi City and Bogor Raya projects. Meanwhile, construction of the Bekasi City and Bogor Raya PSEL projects will be inaugurated shortly. All projects entering the implementation stage will subsequently be developed and operated by Denera, the integrated PSEL development and waste management platform under DIM, together with the appointed business partners in accordance with the applicable procurement stages. The programme is expected not only to accelerate the resolution of the waste handling crisis but also to deliver economic and environmental benefits through increased investment, green job creation, greenhouse gas emission reductions, and the strengthening of the national waste management industrial ecosystem.
