Danantara Hands Over Phase 2 Waste-to-Energy Projects to Eight Partners

PT Danantara Investment Management (DIM) has handed over Conditional Letters of Award (CLoA) to eight selected partners for the Phase II Waste-to-Energy (PSEL) projects. The appointment covers eight locations across 20 regencies and cities in Indonesia. The eight partners were originally designated on 14 July 2026, but the current re-appointment involves replacing the partner for the Medan Raya area. The previously selected SUEZ IAN Insan Consortium (Suez Insan Asia) has been replaced by the Nusantara Energi Hijau Consortium (BGE Sentosa Utama), a reserve partner that has now been elevated to permanent status. This handover marks the commencement of domestic waste-to-energy infrastructure development. Danantara Indonesia’s Chief Investment Officer, Pandu Sjahrir, stressed that the partner selection process was conducted in a disciplined manner according to the mechanisms established from the outset. He expressed hope that all selected partners would meet the agreed targets and implement good governance standards throughout the project’s execution. The second phase selection process was completed in less than seven weeks, involving 85 verified participants from seven countries, including Indonesia, Japan, and France. Notably, four of the eight selected partners are consortiums led by national companies, positioning Indonesia as the leader in the majority of consortiums this time. All selected partners will now proceed to the next stage towards the Final Letter of Award, including the preparation of a Feasibility Study targeted for completion by mid-November 2026. The PSEL project locations are spread across Medan Raya, Bekasi Regency, Lampung Raya, Serang Raya, Semarang Raya, Surabaya Raya, Bogor Raya 2, and Yogyakarta Raya. Following this appointment, the partners will immediately enter the preparation, licensing, and land handover phases, with groundbreaking targeted for December 2026 to January 2027. The entire implementation will be developed and operated by PT Daya Energi Bersih Nusantara (Denera) as the PSEL development platform under DIM. The national programme is expected not only to accelerate solutions to the waste crisis but also to provide economic benefits through increased investment and the creation of green jobs. Should requirements not be met, the appointment will be transferred to the reserve partner for the respective location, or the process will proceed through a re-tender.
